Description
From J. St.C. Patrick here's Mistress Mercury's Sailor Senshi form.
Basically in the story Mercury was corrupted using a honey-pot and came up with the idea of making up an enemy to drive Usagi to be a more "commanding" Princess.
When Venus exposed Mercury's duplicity, Mercury went with her backup plan: *she* would become the villain that would drive Usagi to new heights.
As for Venus... Mercury did get her revenge on the blonde:
